Active Requests for Proposals

EnergizeNC is committed to ensuring transparency and accessibility in the Solar for All program. Below, you’ll find active Requests for Proposals (RFPs) for projects aimed at expanding solar energy access across North Carolina, as well as all notices of vendor selection.

Online Portal (RFP_SFA_006)

This RFP seeks proposals from qualified firms to develop and implement an online portal that is a dynamic and user-friendly centralized platform that will serve as a statewide comprehensive resource center for consumers seeking energy information and financial assistance as well as contractors or other relevant stakeholders interested in participating in local, state and federal programs.  
 

All questions regarding this solicitation shall be submitted to RFP_SFA_006@nccleanenergyfund.org with the subject line “Solar for All Online Portal Design & Development Questions” by June 16, 2025, at 11:59pm Eastern Time. NCCEF targets June 18, 2025 to respond to all questions.

Consumer Lending Platform (RFP_SFA_003)

This RFP seeks to engage a lending platform provider to support the financing of solar systems for residential customers participating in Solar for All, as well as deploying GGRF capital and private capital to other consumer lending in North Carolina and South Carolina.
 
All questions regarding this solicitation shall be submitted to RFP_SFA_003@nccleanenergyfund.org with the subject line “Solar for All Consumer Lending Platform Questions” by June 19, 2025, at 11:59pm Eastern Time. We target June 26, 2025 to respond to all questions.

Small Business Engagement in Program Implementation

 EnergizeNC intends to procure a program implementer using the State of North Carolina's Statewide Term Contract (STC) 8411A - Supplemental Internal Audit Services  process.  


Please note, the small business inclusion language below applies ONLY to the implementer RFP, which will be posted separately. It does not apply to any of the RFP's listed above.


This will lead to a contract with one of the vendors listed under the Managerial Advisory Services - Consultant Services category. 


EnergizeNC wants to provide small businesses, particularly NC-based businesses, with the opportunity to provide program implementation support. However, EnergizeNC can only solicit program implementation proposals from the limited list of STC 8411A vendors (provided in the link above). In order for small businesses to provide these types of services in this program, they must be included as a subcontractor in the STC 8411A vendor proposals, which will be reviewed by the EnergizeNC coalition. 

EnergizeNC encourages small businesses that have expertise in program implementation to reach out directly to the potential STC vendors above and showcase their services for the opportunity to be included in vendors’ proposals. EnergizeNC is seeking expertise in the following program implementation areas:   

  • Customer and contractor support & call center operations
  • Web interface development
  • Quality assurance of solar installations
  • Marketing
  • Rebates administration
  • Federal and State compliance and reporting
